Verdants

Phillip Krapf was a LA Times reporter who, while retired, in 1999, had his first encounter with the 'Verdants.' They are a race of Greys, about 5 foot tall, who wear robes, and allegedly originate from a galaxy 14 million light years away. They are a sexually-reproducing population of 500 trillion individuals. Allegedly, the Verdants live for thousands of years and currently inhabit 246,000 different planets.

Krapf reported that, so far, Verdants have persuaded 27,000 other non-Verdant planets to join under their umbrella, adding yet another 150 trillion aliens to their empire. Allegedly, the Verdants call their umbrella the Intergalactic Federation of Sovereign Planets, or the IFSP. As nobody had ever heard of this Intergalactic Federation of Sovereign Planets before, it seems more likely that the Verdants just made the thing up or gravely exaggerated what it stands for.

Krapf also claimed they are benevolent and have started a program in which approximately 800 'Ambassadors' are being trained for a series of events, involving official contact etc.

He wrote two books about his experiences: The Contact has begun, and The Challenge of Contact.

George LoBuono, author of Alien Mind, considers the Verdants manipulative colonizers, who have only the colonization of Earth and submission of mankind as their main objectives. He claims they have between 3000 and 4000 (human) operatives that have infiltrated our societies, and suspects that M-83 is the galaxy they come from.
Others, like Jack O'Brien, share his view that the Verdants are actually working on a 'soft' invasion and takeover.
